What it is

Some roads carry traffic. Others carry a nation. Across America, a small number of highways and transportation corridors do far more than connect communities. They move energy, support military readiness, provide access to critical minerals, sustain remote economies, carry telecommunications infrastructure, and connect the nation to places of strategic importance.

Yet the way America funds its highways does not always recognize that difference. Roads That Matter examines the growing gap between how the United States builds nationally important infrastructure and how it maintains it. Federal programs can provide billions for construction and reconstruction, while the long-term burden of keeping those same corridors safe, reliable, and operational often falls on state and local governments.

Nowhere is that contradiction more visible than Alaska’s Dalton Highway. Built to support the Trans-Alaska Pipeline System and America’s largest oil-producing region, the Dalton has evolved into something much larger: an energy corridor, a critical-minerals corridor, a telecommunications corridor, a supply route for Arctic communities, and an increasingly important piece of America’s Arctic security infrastructure.

Using the Dalton Highway as a case study, Roads That Matter asks a broader national question: If infrastructure serves a national purpose, should maintaining its reliability remain almost entirely a state responsibility?

The book explores the history, policy, engineering, funding, and operational realities behind that question and introduces the concept of National Strategic Infrastructure Corridors—a framework for recognizing transportation routes whose importance extends beyond conventional traffic counts and state boundaries.

This is not simply a book about one highway in Alaska. It is an argument for changing how America thinks about infrastructure. Building strategic infrastructure is only the beginning. Keeping it operational is what makes it strategic.
